Ten years of transition processes in the former communist countries of Central and Eastern Europe (CEEC) have changed the ownership structure as well as the structures and legal forms of enterprises in agriculture considerably. The farm structures in Eastern Europe developed under the influence of various collectivisation models. These influenced the course of the transformation process and therefore the development of new entrepreneurial and farm structures to a great extent. The given Discussion Paper represents the results of a questionnaire, conducted in 2003, on basic economic questions in 104 Moldavian farm enterprises. The received results continue the cycle of research activities concerning the privatization and restructuring of farm enterprises in different countries of Central and Eastern Europe, are written on a similar structure, allowing to carry out a comparative analysis between the countries of the region. The aim of the discussion paper is firstly to obtain an overview of the ownership structures in agricultural enterprises of the Novosibirsk (Russia) and Shitomir (Ukraine) oblasts and to compare them.. Another aim was to compare the results also with findings from other oblasts, in order to better understand the current privatization and restructuring processes, and to draw conclusions for the continuation of these processes. The Discussion Paper 39 represents the results of an analysis for determining influencing factors on profits and profitability of Russian enterprises in the region of Omsk. Based on the final yearly reports of the enterprises it is shown, that in Russia five earning ratios can be distinguished: the gross profit, the profit on sales, the profit before taxes, the profit on ordinary activity, and the net profit. The gross profit and the profit on sales are similar for all tested enterprises. Therefore, in this article only the gross profit, or the profitability of the gross profit are discussed. The collectivisation of agriculture in most socialistic countries was connected with the development of a dual enterprise structure of large-scale farms and household plots. In Russia, in contrast to other European transition countries, this structure in most regions remained in the main features. The article tried to find reasons for this development. It has been recognised that beside the macroeconomic situation above all the intersection of the three institutional and organisational systems large scale enterprise, rural community and household plots is of importance. Based on this, suggestions for continuation of the agrarian reform in Russia are derived.

The discussion paper presents the results of an investigation on the taxation in Russian agroholdings. With consideration of the German legal situation, the terms "holding-company", "agricultural holding-company", and "agricultural-industry holding-company" are defined. Following the elements of tax planning by the Russian enterprises as well as the most important taxes in Russia are explained. It is considered that the Russian Federation has introduced a standardized agricultural tax at 2004-01-01 which does not apply however to enterprises which have branches and/or agencies. In the course of transition, the role of household plots in agricultural production in Ukraine has grown substantially in importance. The key reason for this is the integration of household plots into large agricultural enterprises. The purpose of this paper is to analyse the economic efficiency of household plots. In addition, the paper aims at testing whether economic theory is able to explain the behaviour of households in this regard.
